            PLEASE TAKE NOTICE that a public hearing will be held as to the following matter:

Subject: Application of Chris and Maura Haff, 4 Raymond Court, Sea Cliff, New York, to construct a second story addition and a new front porch, which construction requires variances of the following Village Code sections: (a) 138-508, in that the front yard setback will be 24.11 feet, where a minimum of 25 feet is required; (b) 138-513.1, in that the addition will encroach into the required height setback ratio on the south side; and (c) 138-514.1, in that the floor area will be 2,401.5 square feet, where a maximum of 2,376 square feet is permitted.  Premises are designated as Section 21, Block 30-1, Lot 520 on the Nassau County Land and Tax Map.

           

Application of Philip and Dorothy Davidow, 101 Brown Street, Sea Cliff, New York, to subdivide the property and relocate a curb cut, which proposed subdivision requires variances of the following Village Code sections: (a) 138-1102, in that the existing dwelling does not comply with the minimum front yard setback and height setback ratio requirements, where no lot containing a building that does not conform to the area, setback or other requirements of the Zoning Code may not be reduced in size unless the building is brought into compliance with the Zoning Code; (b) 138-408, in that the front yard setback is 7.2 feet, where a minimum of 20 feet is required; and (c) 138-413.1, in that the dwelling encroaches into the height-setback ratio, where no such encroachment is permitted.  Premises are designated as Section 21, Block 181, Lot 298 on the Nassau County Land and Tax Map.

 

Application of Len and Naomi Bush, 15 Circle Way, Sea Cliff, New York, to construct a swimming pool and pool filtration system, which construction requires variances of Village Code §§115-12 and 138-516, in that the pool (10 feet from Littleworth Lane) and filtration system (5 feet from Littleworth Lane) will be located in a front yard, where no pool or pool equipment may be constructed in a front yard.  Premises are designated as Section 21, Block 222, Lot 87 on the Nassau County Land and Tax Map.

 

Application of George, Bonnie and Adam Ganzekaufer, 10 Highland Avenue, Sea Cliff, New York, to construct a swimming pool and pool filtration system, which construction requires a variance of Village Code §§115-12 and 138-516, in that the pool and filtration system will be located in a front yard (over 100 feet from Laurel Avenue), where no pool or pool equipment may be constructed in a front yard.  Premises are designated as Section 21, Block 195, Lot 4 on the Nassau County Land and Tax Map.

 

Application of Heidi Hess, 155 14th Avenue, Sea Cliff, New York, to construct a front yard porch and maintain a gazebo above the garage, which construction and maintenance requires variances of the following Village Code sections: (a) 138-405, in that the lot coverage will be 42.89%, where a maximum of 30% is permitted; (b) 138-408, in that the front yard setback will be 16.92 feet, where a minimum of 25 feet is required; (c) 138-411, in that the side yard setback will be 7.1 feet, where a minimum of 15 feet is required; (d) 138-413.1, in that there will be an encroachment into the required height setback ratios; (e) 138-414.1, in that the floor area will be 75.15%, where a maximum of 38% is permitted; and (f) 138-416, in that the gazebo is located in a front yard, where no such accessory structure is permitted.  Premises are designated as Section 21, Block 144, Lot 23 on the Nassau County Land and Tax Map.

 

Application of Jay and Silvia Birnbaum, 6 Gates Way, Sea Cliff, New York, to construct a one car garage addition, which addition requires a variance of Village Code §138-614.1, in that the floor area ratio will be 29.28% (4,402 square feet), where a maximum of 25% (3,750 square feet) is permitted.  Premises are designated as Section 21, Block M, Lot 599 on the Nassau County Land and Tax Map.

 

Application of 310 Sea Cliff Avenue LLC, as owner, and The Wells Café and Botanicals LLC, as tenant, 304 Sea Cliff Avenue, Sea Cliff, New York to permit a restaurant to operate at the premises, which restaurant requires a special use permit pursuant to Village Code §§138-801 and 802.  Premises are designated as Section 21, Block 127, Lot 4 on the Nassau County Land and Tax Map.

 

[Continued] Application of Westside Donut Sea Cliff Ventures LLC, as tenant, and GCA Sea Cliff Realty LLC, as owner, 347 Glen Cove Avenue, Sea Cliff, New York, to permit operation of a restaurant with outdoor seating, which restaurant requires a special use permit pursuant to Village Code §138-902, and a variance of Village Code §138-1002, in that the proposed use increases the required off-street parking by four (4) parking spaces without providing for additional parking on-site.  Premises are designated as Section 21, Block 78, Lot 23 on the Nassau County Land and Tax Map.

 

Application of PMG Northeast, LLC c/o Blue Hills Fuels LLC, 700 Glen Cove Avenue, Sea Cliff, New York, to construct a 30 by 48 foot canopy, relocate a vacuum unit and reconfigure a parking area, which requires variances of the following Village Code sections: (a) 138-916, in that (i) the canopy will be 1,440 square feet, where a maximum of 500 square feet is permitted, (ii) the canopy will have a height of 18 feet, where a maximum of 15 feet is permitted, and (iii) the canopy and vacuum unit are in a front yard, where no accessory structures are permitted in a front yard; and (b) 138-1006, in that (i) the handicapped parking spaces are 8 feet wide, where the minimum required width is 9 feet, and (ii) the aisle width is 15 feet, where a minimum width of 24 feet is required.  The proposal also requires an amendment of special use permit pursuant to Village Code §138-902.  Premises are designated as Section 21, Block M, Lots 79-84 on the Nassau County Land and Tax Map.

 

The meeting and public hearings shall take place via teleconferencing and videoconferencing through Zoom, and the meeting will be recorded and a transcription will be provided at a later date.

            Through Zoom, the public will have the opportunity to see and hear the meeting and hearings live.  Any interested member of the public may provide public comments by following the procedure herein. 

 

The Board will accept and consider public comments submitted by email or by mail to Village Hall, 300 Sea Cliff Avenue, Sea Cliff, New York 11579 if received, no later than 4:00pm on January 22, 2021.  Email comments are to be submitted to zba@seacliff-ny.gov.  Public comments must identify the application to which the comments apply.

 

            The Board will consider applications and may make final decisions at a meeting that will be scheduled to be held not less than one (1) week after the conclusion of a public hearing on an application.  Prior to rendering a determination, the Board will consider all timely submitted documents.
